The news agency AFP reports that Mr. Tigau remarked, "The African group has joined us" when he spotted a monkey outside of a window.

The behavior of Mr. Tigau was brought to the attention of the public for the very first time on Thursday by Kenyan official Kamau Macharia.
On Twitter, Mr. Macharia stated that the encounter left him "appalled and disgusted" and that there were attempts to cover up Mr. Tigau's behavior. He also alleged that there were attempts to cover up the incident.
According to Kenya's Standard newspaper, African diplomats on Friday called for a public apology, emphasizing that a private apology would not suffice for the offense that had been committed.
On Saturday, Romania made the announcement that it had only been made aware of the incident this week and that it has immediately started "the procedure to recall its ambassador."
The statement released by Romania's Ministry of Foreign Affairs said:
We deeply regret this situation and offer our apologies to all those who have been affected.- Romania's Ministry of Foreign Affairs
"Any behaviors or comments of a racist nature are completely unacceptable," it added, saying it hoped it would not affect its ties with African countries.
Even though it primarily interacts with African countries through its membership in the European Union, Romania has bilateral trade treaties with a number of African countries, including Egypt.

The decision to recall Mr. Tigau has not been met with any reaction from the Kenyan government.
The Romanian media have voiced their disapproval of his actions and pointed out that this is not the first time the country has been made to seem bad due to insults delivered by diplomats.
After making anti-Semitic remarks about Jewish bosses and doubting the morality of same-sex relationships, the Romanian ambassador to Armenia was recalled in 2014. The comments led to the ambassador's recall.
The following year, Bucharest issued an apology after invitations to a banquet held at its Paris embassy mistakenly included disparaging descriptions of some visitors. Among other things, the invites referred to the individuals in question as "ghastly" and "undesirable."
